The Albanese Government has appointed Ms Gabrielle Gallagher as the full‑time Registrar of Personal Property Securities, commencing on the day after the instrument is registered on the Federal Register of Legislation.
The Personal Property Securities Register (PPSR) is the national online noticeboard of security interests in personal property – ranging from cars and machinery to crops and artwork. By making security interests visible, the PPSR underpins lending, trade and investment, helping businesses and consumers borrow and transact with confidence. The smooth functioning of the PPSR relies on interests being promptly registered when a loan is taken out, and speedily removed when the loan has been fully repaid – ensuring clarity, efficiency and trust in credit markets.
The PPSR is managed by the Registrar of Personal Property Securities within the Australian Financial Security Authority (AFSA). AFSA administers Australia’s bankruptcy and personal property securities systems, ensuring they operate fairly and transparently. As Registrar, Ms Gallagher will oversee the integrity of the PPSR, ensuring it continues to provide accurate and reliable information to all users.
Ms Gallagher joined AFSA on 3 June 2025 as National Manager of the PPSR. She previously held senior roles for more than 15 years within the New South Wales Government, including as a Director in the Department of Creative Industries, Tourism, Hospitality and Sport. She holds a Bachelor of Laws from the University of New England and a Graduate Diploma of Legal Practice from the College of Law.
Ms Gallagher joins AFSA’s statutory office holders alongside the Inspector‑General in Bankruptcy (Chair equivalent) Mr Timothy Beresford, Official Receivers Mr Michael Gilbert and Ms Susan Whitaker, and Deputy Registrar Ms Sallyann Stonier.
This appointment will ensure AFSA continues to benefit from high levels of skill and experience, helping to maintain confidence in key parts of Australia’s economy.
