The appointment of Sydney tax consultant, Mr David Vos AM, as the inaugural Inspector-General of Taxation for a five year term has been welcomed by the Minister for Revenue and Assistant Treasurer, Senator Helen Coonan.
The primary role of the Inspector General is to provide a new source of independent advice to Government on problems in the administration of the taxation system.
Senator Coonan said Mr Vos' practical understanding of the taxpayer experience with the system makes him an ideal new source of advice to Government and an effective advocate for taxpayers.
"The sole focus of the Inspector-General will be on systemic tax administration matters rather than individual taxpayer issues, which will continue to be handled by the Taxation Ombudsman."
"The Government is pleased to have an Inspector-General who can act in a quick and responsive fashion to cut through red tape and advise the Government on problems in the taxation system," Senator Coonan said.
"It is important that the inaugural Inspector-General is an experienced tax professional who can foster the confidence of the business community and has a direct appreciation of business practice and government processes," Senator Coonan said.
Mr Vos has participated in Senate inquiries on tax matters and in consultative committees that played an important role in relation to the New Tax System. In recognition of his valued contribution and service to the development of Australia's indirect tax policies he was awarded an Order of Australia in 2000.
"The Inspector-General has broad powers of review into tax administration. He can initiate reviews as a result of consultation with taxpayers and their advisers, or at the direction or request of a Treasury Minister, a resolution of either or both Houses of Federal Parliament, or a Parliamentary Committee, or at the request of the Commissioner of Taxation."
Senator Coonan said an extensive consultation process undertaken by government found strong support among business, the advising professions and the community for the establishment of an Inspector-General.
"The government is committed to genuine improvement in tax administration, given that it impacts on nearly all Australians. I am confident the expertise of Mr Vos on technical and administrative aspects of the tax system coupled with his understanding of practical taxpayer experiences with the system will ensure his success in the role."
The main office of the Inspector-General will be located in Sydney from 25 August 2003 and can be contacted initially on 02 6263 3500.
