Senator Stephen Conroy is wrong in his allegations that the Australian Taxation Office's sale of email addresses breaches the Government's Best Practice Model on E-commerce.
The Model's opt-in section on spamming relates to commercial e-mail not on-selling of e-mail addresses (Clause 23 of the Model).
The on-selling of email addresses is a privacy issue and the Model defers to the Privacy Commissioner's National Principles for the Fair Handling of Personal Information (Clause 39).
