The Minister for Revenue and Assistant Treasurer, Peter Dutton, announced today that the Governor-General has appointed Mr Bruce Quigley to the position of Second Commissioner of Taxation.
The vacancy arose from the appointment of Mr Michael D’Ascenzo as Commissioner of Taxation.
Mr Quigley has extensive experience in tax administration, in both technical and managerial roles with the Tax Office.
Mr Quigley played a key role in the introduction of Australian’s New Tax System, including as lead instructor for the drafting of the new GST laws.
Prior to his appointment Mr Quigley was the Tax Office’s Deputy Chief Tax Counsel for indirect taxes, responsible for deciding the Tax Officer’s view on how the GST and other indirect tax laws apply to particular transactions and circumstances.
During his career in the Tax Office, Mr Quigley has had diverse responsibilities across income tax and indirect taxes, including as Deputy Commissioner of Personal Taxes and Deputy Commissioner of the Tax Office’s Townsville Office.
Mr Quigley’s appointment is for a statutory period of seven years.

“I would also like to acknowledge the excellent work undertaken by Mr Kevin Fitzpatrick, who has been acting as Second Commissioner for the past year. Mr Fitzpatrick will be continuing his career as the Tax Office’s Chief Tax Counsel, working closely with Mr Quigley on the management and resolution of high priority tax issues” Mr Dutton said.
