In October 1999 Senator Rod Kemp, Assistant Treasurer referred the matter to the Productivity Commission.

The Productivity Commission’s report released today is a draft report for public comment.

The Productivity Commission will hold further hearings and receive submissions to encourage discussion, elaboration and clarification on issues relevant to the report by all interested parties.

Ministers Kemp and Minchin encourage all interested parties to consider and comment to the Productivity Commission on the draft report.
